Try disabling the following and see:
Armor, Smart Parental Controls or Circle, IPv6, Traffic Meter.
My IPv6 issue with v7.2.7.15 was causing similar problems like this... Have you tried going back to the prior firmware version to see if this fixes your issues?

Possible something with the ISP maybe?
Does it work with out VPN?
but the VPN works when connected directly to the modem so wouldn't that indicate that the orbi is the problem?
