For that size of home, you only really need the RBR for coverage.
Does RBR still seem slow if you turn OFF the RBS?
"Primary RBR connected to modem with Cat 5E cable" Cable should be CAT6A STP. 5E doesn't officially support 2.5Gb connection rates that the RBR and CM series modem supports.
Please post a copy and paste of the modems connection status and event log page.

Problem corrected. RBR850 router was defunct. Replaced with new mesh system. All speeds (LAN and WAN) now run at ISP service speed.

Can you give details on how the RBR was "defunct"? What do you mean by this?

By defunct I mean that the router speed was degraded, no setting adjustments would correct it. Not related to my modem as I disconnected it and set it up on a similar but completely separate system with the same results. Not related to connected devices as all were disconnected except for one LAN desktop connection. At that point, I installed a new mesh system (router and satellite) and instantly had speeds within acceptable range of ISP service speed on all connected devices.
Whether the fault is due to age (3 years old) or internal component failure is inconsequence (BTW, all devices power including the router are connected through an APC XS 1500 backup UPS and power conditioner).
