I know this is an old thread but just wanted to chime in since I had a similar experience recently. I upgraded my IPS plan to 1Gb speeds and when I placed the new Cable modem from the provider my speeds through Ethernet just gave me between 80 - 100 Mbps. When I restarted the modem it would give me 920Mbps but after a minute or so it would revert back to give me 80 - 100 through Ethernet. To trouble shoot I verified if the problem was similar through the modem's Wi-fi and It wasn't behaving the same way. Wi-fi would give me around 600Mbps (Provider game a Wi-Fi 5 modem) but Ethernet just 80-100 Mbps. The problem was never my Orbi Mesh it was a bad configuration on the ISP side that was pushing bad settings to the cable modem after every restart.

My point being that always remember to first test the providers modem to see if the problem is not them or their equipment. The representative from my ISP was always telling their settings were ok, but after 4 modem replacements, and 2 service techs coming to do tests on the incoming line signal quality I finally got them to scale the situation to another department that actually manages the real internal configurations of the modem and they were able to fix the problem without any modem replacement, just sending the right settings to the one I had.
