Oh my bad, I had the info, but didn't include it.
Dumb switch is a D-Link DGS-1024D
All runs in the house are Cat5E, certified runs. I have the certification sheet for each/every run.
All patch cables pass Cat6A certification.

I see this particular switch has Green Ethernet features.
I'd look to see if these can be disabled:

- 3-pin front panel DIP switch for real-time toggling Energy-efficient Ethernet (EEE), Flow Control, Port Isolation, and Storm Control
You might try this DIP switch to see if it does anything. Disable these features. Maybe the Flow Control or Strom Control maybe doing something.
I would remove the CISCO switch and just play around with this switch in between until you get it working between the RBR and RBS. Then if you can get the RBS working, then re-introduce the CISCO switch to the mix.

What happens if you put the DSG in between the RBR and RBS with out the CISCO switch?
