I always do as you did: give the new WiFi network the same SSID/password as the old one. (a) all devices should connect automatically and (b) if "something goes horribly wrong" I can simply unplug the new network and go back to the old one.

Since the problem is isolated to the Surface Laptop, I would focus troubleshooting on it, rather than the Orbi. "Forgetting" is the first thing I would have tried as well.  Another step is to distinguish between (a) connecting to the Orbi (getting an IP address) andn (b) having internet access.  The Orbi web interface, "Attached Devices" web page would indicate if the Surface is connecting, as would the DOS command:

ipconfig /all

What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
