Alas, Orbi routers have no VLAN capability.
The RBRE960 User Manual has an explanation on page 92:

This capability allows traffic from the ISP to bypass the router's Network Address Translation specifically for the purpose of IPTV.
The Orbi WiFi SSIDs are not included in this limited VLAN feature, only the ethernet ports.
