The ET2251 is a DOCSIS 3.1 modem (only a modem) Bridge mode is an option for routers and is not relevant to modems.
The most common reason for an Ethernet connection to be "just under 100Mbps" is a problem with the connection: the cable itself or the RJ45 connection on one end or the other (perhaps a bent wire). The first step is usually to replace the cable.
