Your intuition is totally correct. The Linksys router will block OpenVPN connections and thus the Orbi router will never see anything and the connection attempt will time out. The obvious solutions are (1) to remove the Linksys router or (2) to run OpenVPN on the Linksys router and put the Orbi in Access Point mode.
It appears that your personal needs and the company's needs are in conflict.

What Orbi system model do you have?
What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
If you have a router in front of the Orbi router, this would be a double NAT condition and would cause problems.
Either change the Orbi system to AP modem or remove the Linksys router from the mix.
