Why don't you change the IP range in one of the systems to something else, e.g. 10.0.0.x. ?

Was that a typo? (192.168.254.0 vs. 192.168.254.1)
Netgear changed IP subnets around from the original product line, where every device was in one subnet (primary & guest) and VPN clients were assigned from the next higher subnet starting at 2 (the router takes 1). The AX line introduced a separate subnet for the guest network. Are there even more subnets in the 960 product line? (IoT? 6E?) I could see an engineer wondering, "Where do I put VPN if (a) guest network is enabled, or (b) guest network is not enabled?"
Just an idle question: When more than one VPN connection is active, do the IP addresses go "up", i.e. 192.168.254.2, then 3, then 4?
