So after performing the reset I started tinkering with the server destination in Speedtest. Knowing that speed is related to distance I changed test servers to a closer one and I can achieve rates of 700. This gives me confidence that the problem isn’t the router but with my testing methodology.
thanks to all who helped. I think the factory reset still a good best practice.
if things change I might revert back to the .21

There have been posts about v.31 not working well for other users. You may need to revert back to v.21 as that seem to be the most stable.

From the iPhone 13 Pro Max I’m getting close to 300/300 consistently versus 285.
From the Orbi itself the speed test is 940/900 so it seems the issue is still on the router side.
I have it set in router mode with IP pass through on the modem.
Wonder if there’s a hardware problem(this is a recent decline in speed)
Also note a huge difference between Speedtest app and speed test web where it is reporting 450/450
