The 5G backhaul between router and satellite is 802.11ax, which provides higher bandwidth than 802.11ac. And the backhaul has four antennas, rather than two, for greater MIMO capability. No 802.11ac user device will achieve the same maximum speed as the ax backhaul.
It sounds as though there is more building material attenuating the WiFi signal to the 3rd floor.
It would be useful to check the Orbi web interface, Attached Devices display to verify which Orbi unit the test device is using.
