Wi-Fi calling drops constantly

Are both phones on the same cellular carrier?
Does the Samsung lose connection at any other times?
Does the Samsung phone remain in one location during these calls, or move around?
My impression is that the WiFi system is not aware of what use devices make of the network. Cellular calling would appear to be a device opening a data connection to some port at an address out in the internet. Yes, WE know it is a smartphone and the purpose is for a telephone call, but the WiFi router would have no idea what is going on.
Yes, we are both on the same carrier.
It seems he is always dropping calls while in the same location. He is not one to move around.
From what I am gathering, this is something I need to locate and address on the webserver.
