The 960 has no setting to control whether WiFi is "on" or "off". (There is an advanced setting to control the Transmit Power level, but the primary WiFi is always ON.) If there is no WiFi, the router is broken.

CrimpOn I am coming to the same conclusion. When I disconnect the satellites from power or ethernet, I do not see evidence of a WiFi signal being broadcast. When I did the factory reset yesterday I did see the default " ORBI09" network broadcast for a bit and then it disappeared. I configured the router using a PC wired into the router.

Try this, power OFF the RBS and then power OFF the RBR then back ON. Does anything show for the wifi signal coming from the RBR? If not, try a factory reset and setup from scratch, with the RBS not connected. Is a signal seen from the RBR at all after the reset and setup?

FURRYe38 I did the full factory reset yesterday. With only the router powered up I have no SSIDs broadcast from the RBR. I set up the RBR by a PC plugged in via ethernet. I did see the "ORBI09" SSID available for a moment during setup but it went away.

Ok, last resort is to try a 30-30-30 reset. If this fails to keep the Wi-Fi SSID name going, the RBR is faulty at this point and needs to be replaced. Can contact NG support to see if there is any RMA options for you. If not, start looking at places like Amazon, eBay or shopgoodwill for replacements.
