Orbi 970 Wired Backhaul not Woking

My current system is configured as followed: RBE971 > Netgear 10G unmanaged switch (XS508M) > RBE970 (I have 2 satellites, each connected to the switch). I have shielded Cat 8 cable run for all connections. I have set static IPs for the satellites, factory reset the router and satellites, unplugged all devices from network switch besides satellites and router to no avail. The backhaul connection does work when the satellites are directly connected to router, but the way i have everything set up it would be more convenient to have everything hooked up to the switch. any help would be greatly appreciated!
