A few items that I'm picking out.
- For that size of home, having the RBR and two RBS deployed is too much. Will cause problems with over saturation of wifi signals and too much wifi over lap between the units. Please turn OFF one RBS for now to test with the RBR only: https://youtu.be/UR0viMLISz4
- Concrete and steel will be problematic for any wireless MESH system. Having one RBS wired will help on this one.
- What channels are you using? Auto? Try setting manual channel 1, 6 or 11 on 2.4Ghz and 40 to 48 channel on 5Ghz.
- How was the FW updated on the system? Automatic from NG or manually by downloading the FW files and applying them to each device?
- What wifi security modes are you using? Mixed Mode WPA2 and WPA3?
- How is the wired RBS ethernet connected to the RBR? Directly behind the RBR or is there a LAN switch or LAN patch panel in between?
If your ISP Modem already has a built in router and wifi. This would be a double NAT (two router) condition which isn't recommended regardless if wifi is disabled on the gateway. https://kb.netgear.com/30186/What-is-Double-NAT

Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the Orbi router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.
3. Or disable all wifi radios on the modem and connect the Orbi router to the modem, configure AP mode on the Orbi router.
