Yes the only way it will connect to internet is with IOT Network enabled at 2.4 GHz as I said in original post.
The TV will connect to the router with only the IOT 5GHz band enabled, but cannot successfully get an IP address and therefore cannot connect to the internet.

what firmware is on the orbi?
Do you have wpa2/wpa3 mode selected for security? Don't use wpa3 only mode

Yes the both option is applied on main network. I even tried manually setting the network up on the TV and trying to force TV to use WPA2, WPA3, or mixed and that failed as well when trying to connect to main network.
