Did you try to ethernet connect the RBS to the RBR and see if it would updated there?
Does it get a IP address if you ethernet connect it to the RBR?
Did you review the PDF file to see if you can access the RBS web page to manually update it?

Here's more detail on this method. If your satellite gets an IP address and you can reach it from a desktop browser, then use its admin website to update the firmware (after downloading it from Netgear's support website). For example, one of my satellites has the IP address 192.168.2.73. I can reach its admin website at http://192.168.2.73/ . On the left I can click Firmware Update to manually update its firmware. Attached is a browser screenshot accessing my satellite's admin website.
