So I see a couple of things, If you have the RBR in router mode and it's behind the ISP Router, you'll need to use the ISP routers DMZ or IP pass-thru. Having this double NAT and not fully knowing what the ISP router is doing, maybe causing data and traffic not to get to the RBR completely and causing these odd reboots and restarts on the RBR. It's having problems getting a good clean data flow from the ISP router. This is a double NAT condition and when these issues are seen, the DMZ or IP Pass-thru feature on the ISP Router should be used for any external router connected.
Seems that if IPv6 is not used on the RBR in router mode, then seems make the RBR work better, however this maybe a side effect of already having IPv6 at the ISP router. You might try disabling IPv6 at the ISP router and let the RBR handle IPv6 while in router mode with the ISP router. Again you'll need to use the ISP routers DMZ/IP pass-thru to help with this double nat condition.
AP mode on the RBR doesn't not loose MESH ability. MESH features are running in both router or AP modes. I ran my Orbi systems in AP mode many times and MESH works well. Orbi system in AP mode will pass thru any and all traffic and protocols. So IF IPv6 was configured correctly on the ISP router and the Orbi system was configured correctly for AP mode, your devices should have got IPv6 protocols in this configuration.
Does the front LED on the RBR turn on WHITE or PINK when this happens?
So the system doesn't reboot if IPv6 is disabled?
Are you using the DMZ or IP passthru for the RBR in router mode on the ISP router?
Be sure your using a good quality LAN cable between the modem and router. CAT6A STP is recommended.
Try using custom IPv6 DNS addresses?
Try disabling all logging on the RBR.

Does the front LED on the RBR turn on WHITE or PINK when this happens? RBE971 the LED blinks white during power up and steady white after it is completely done booting up.
So the system doesn't reboot if IPv6 is disabled? The system does boot up and works perfectly if I disabled IPv6. I have a couple of Thread devices that use IPv6 exclusively and they do not receive an IPv6 address and I cannot reach them. If I enable IPv6 on the RBE971 in either Auto Detect or Pass Though the devices do get IPv6 addresses. However, I have issues with streaming videos on streaming devices, X (Twitter) and Facebook fail or is slow to load pictures or videos, and streaming videos from any streaming service (even different devices) buffer or quit altogether.
Are you using the DMZ or IP passthru for the RBR in router mode on the ISP router? No DMZ. I have the AT&T BGW 320 modem configured for IPv6=ON, DHCPv6=ON, DHCPv6 Prefix Delegation=ON, in Home Network I have Cascaded Router Access set ON, Cascaded Router Address 192.168.3.6, Network Address is 104.0.xxx.x (not going to post the whole address here) Subnet Mask 255.255.255.248 as AT&T only gives out only one Public IP address. Public Subnet is Off. DHCP Server is on with 192.168.3.xxx starting address to 192.168.3.xxx Ending.

Try disabling all logging on the RBR. All logging is turned off.
Does the system reboot if you configure AP mode on the RBR and use the ISP as the host router? I did try this and yes the RBE971 worked like normal. However, in this mode you loose the MESH capability of this expensive MESH system. I did not get any IPv6 addresses though with the BGW320 acting as the main router.

Appreciate the information. Double NAT and cascaded routers are not ideal. My older RBR 850 system in AP mode did not allow the MESH system to work. I'll give it a try.
