Seems like the power line adapters and any ethernet cabling in between the RBR and RBS need to be checked.
Consults the manufacturer of the power line adapters for support help and information regarding there product.
Swap adapters around.
Try the power line adapters while in same room with the RBR and RBS to check stability.
CAT6A STP cabling is recommended.
RBS if ethernet connected to the RBR have to be connected using one of the following configurations:

If your ISP Modem already has a built in router and wifi. This would be a double NAT (two router) condition which isn't recommended. https://kb.netgear.com/30186/What-is-Double-NAT

Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the Orbi router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.
3. Or disable all wifi radios on the modem and connect the Orbi router to the modem, configure AP mode on the Orbi router.

Thank you for getting back to me. I do not have a ISP routr connected to the Orbi, rather I have an ONT connected directly to the Orbi, which is acting as router. So there are no antennas to disable. Cables are all CAT 6A and all brand new.
The configuration I have is Orbi router to TP link powerline to ethernet port downstairs and TP link powerline to satellite to ethernet port upstairs. I do not see why this is confusing the satellite and router, especially since it worked fine for a few days.

Possible some with with in the TP-Link adapters are causing problems. If the RBS works find directly connected to the RBR, then this points to the TP-Link adpaters not providing good services in between the RBR and RBS. There is some specific data flow that happens in between the RBR and RBS when ethernet connected. If this is blocked, then the RBS can not work right. You might try some NETGEAR branded power line adapters to see if this may help.
Possible some power line interferences in between the RBR and the in wall power as well. Could be something you have plugged in to the power on a wall out let that maybe causing noise on the line.
Try the RBS wirelessly connected to the RBR if it will connect OK.
