Well, hell's bells. I figgered it out. I have the DUC utility on my laptop to keep my No-IP address up to date. Of course, I'm not home so it's updating based on my current connection, not my home router.

My problem is that I'm not at home and VPN isn't working on any device so can't download the profiles. Guess I'll have to wait until I get home. Still, I'd like it to work on my phone so the smartphone profile should be working. If I can make that work, I can access the router pages. It doesn't seem to be a Windows-specific issue so...

You don't need that, since the router has ddns built in and will keep the address up to date without it.
Assuming you set up the ddns service in the router - If you turn DUC off (or uninstall it), then the problem might heal on its own when the ISP lease expires. You can try pinging the ddns url, and see if the IP (eventually) changes.
