Attached Devices Priority Settings

I've got QOS turned on, and the Attached Devices list shows my devices correctly. I see the Priority setting, and I can change it and then apply the changes. However, when I go back to the list of Attached Devices the change I made does not seem to have been saved. I've tried different browsers, cleared my browser caches, rebooted the router, and even turned it off and on; all to no avail. I've even gone as far as reloading an older version of firmware--still nothing.
I thought the Priority setting would allow me to specify a QOS level for a device. Am I wrong? If so, what does the Priority setting do?
Since I've enabled QOS and have the latest (albeit old) Performance Optimization Database, does that make the the Priority setting moot? Is QOS automatically handled by the information stored in the database? If so, why even show a Priority setting?
