AX1800 WiFi Router (RAX10) Block and Unblock

No matter how many times I try to unblock my Roku streambar with Access Control ON it won't do it. But when I turn off access control it still shows blocked, but isn't because the Roku works. I've read the manual repeatedly and done exactly as it says, nothing changes. I've removed previously connected devices that are no longer connected. I've tried everything I know, and it still won't work. The firmware is up to date, checked that, too. I don't want to leave access control off!

Maybe I just need to get a more reliable brand of router?
