AX6 Power Amber LED, No Internet LED

According to the app, the firmware is 1.0.4.100.
Our internet is through Insight/Spectrum, but we use our own Arris modem SB6183.
I have tried power off sequence for both modem and router, in delayed 2 min reconnect.
If it helps, I should also note we also have an ASUS router that is hubbed off of a Giga Switch that reconnected after a hard reset. But the Nughthawk baffles me.

So how is the modem and NG router connected? The RAX router needs to be connected directly behind the ISP modem. There should be no LAN switch in between these two devices.
