I thought that it was only in the US that Netgear locked regions. (It is probably down to a legal thing.)
The advice from SD213 works in some regions and on some devices.
There used to be away to reset regions, but newer devices seem to have closed off that option.

You may be able to find something out there in hacker land, but I haven't seen any way of doing this on new stuff.
