I'm not sure what steps you mean... I'm at the latest version of the firmware already.
I have all of my devices pinned to the right users.
Circle is still not enforcing offtime and bedtime.
I don't know what else to try. Perhaps I should downgrade the firmware?

Yes, that would be the next troubleshooting step. Please revert to the previous firmware version.
