Does routers DHCP server work without WAN connection - NETGEAR RAX20 Wireless AX1800

Hello.
I need to confirm if i may,
Will this routers DHCP server still designate IPs over LAN and WIFI if the routers WAN port is not connected?
For my purpose, the router will not be connected to the internet

      I recently bought a smart sensing router which is nothing more than a brick to me now because LAN doesnt work without a WAN connection..
      I dont want to waste more money ha!
