For your intel card, go directly to the intel site and get the driver. Tends to work better than the driver released to windows.
in terms of the AP on, it means the wifi is broadcasting basically. (simplified version)

Already got the intel driver and did not help. Odd that all my other devices do not complain about AX or have trouble connecting with it turned on.
They surely could have used better words to say the wifi is on since AP also represents so many other things, especially when you search the manual.

What intel card is it?
Usually if only 1 device is having an issue, its more related to something with that device versus the router.

Found solution, sort of. That is it worked. I had been using the computer makers tool for checking for any updates from them which insisted I had all. And post that point Intel claimed there were three newer drivers. One each for video, Wi-Fi, and Bluetooth. Also a big cautionary about using the video could possibly interfere with manufacturer. I could see what appeared to be a newer driver or two at the manufacturer site so I stumbled to I found a presentation of all current tools, drivers, etc. and downloaded as a package and proceeded with installing all of them, over twenty. After final reboot I reset router to AX from my other laptop downstairs and without a wimper the new one accepted. And the net survey tool shows I broadcasting four strong signals AX.

Might mark it solved so others know what fixed the issue.
I usually recommend getting drivers direct from who ever makes the specific adapter/device versus the manufacturer who puts it all together. Tends to be more recent and updated more often.
