Yes. Does it fix firmware update issue? I did not see that it will resolve the issue that FW cannot be updated. If it does, do you suggest updating FW with this FW from v1.0.11.112 by skipping v1.0.12.120?

Without knowing exactly what you did, and no useful error messages, it is hard to diagnose what happened.
I assume that this is the process you used:

If the "Hotfix" fails then it is the process rather than the firmware. (I assume that you tried a different download.)
One thing that can unstick a reluctant update it to reset the router before you try the update.
You could create a backup of your existing configuration before you make the plunge.
