Because if I don't it sets the speed to under 500 through the speed test that is incorrect, and limits the speeds of the devices connected tot he internet through the router. the router average speed test is between 460 and 480, but computer direct to modem tests at 1149. The speed test the router performs is inaccurate, and it will limit throughput. HOURS of testing has verified all this.

No it shouldn't. That setting only kicks in if QOS is enabled. If you just leave QOS off, the router should run as fast as the ISP lets it.

The speed test the router performs is inaccurate
Mileage varies on all of the speed tests out there. The measurement techniques all have quite a bit of error - especially on faster links. Plus the performance of the client hardware and the choice of internet server both affect the result.
Since the RAXE300 has only one 2.5 gpbs port, either the LAN or WAN connection has to be gigabit (1000 mbps). The fastest possible WAN-to-LAN speed is therefore 1000 mbps. Any measurements higher than that on a wired client has to be a meaurement error - even if that client has multigig ethernet hardware.
If your PC (like most) only has gigabit ethernet hardware, then that also apples to the CM3000->PC test you did earlier.
It actually DOES affect the 2.5 port. IF I set it to 500 down, then my devices average 470, if I set it to 1000, I get about 870, the actual speed SHOULD be 1150 mbps down, but I am limited to 1000.
This is with QOS turned off?
