Yes, it is with QOS off. I am on the phone with a supervisor at netgear, and verified all the settings, and speeds, it's really frustrating. It's to the point I may look at an ASUS router.
The router to modem speed test on the router, was just under 450 mbps, the computer to the modem was 1149 mbps.
If you are using the MG port with the CM modem and have QoS and all other features disabled and have a ethernet connected PC to one of the LAN ports, you should be seeing near 900Mpbs or just over with Ooklas installable speed test app on the PC. Be sure you select a different test server site on the app to compare results.
Be sure to use CAT6A STP between the RAXE router and CM Modem. CAT6 UTP between the router and PC.

Router says Internet speed is 443 this last test, COMPUTER to modem says 1147 this time. Computer through router with MANUAL speed selected of 1000 mbps is 880 last test. 1000 is the MAXIMUM speed the router will allow me to enter.
Router speed test may not be most accurate. Maybe picking not a best speed test site.
Yes 1000Mbps will be max since LAN ports on the RAXE are max 1000Mpbs. Nothing higher past this will be seen even though your using the MG port with the CM3000.
You might see over 1000mpbs with a 4x4 MIMO wifi devices connected at 5 or 6Ghz. When I had my RAXE500 online, I had a 4x4 MIMO wifi device online and got near 1000Mpbs on my ISP service. Only see just over 900Mpbs on a ethernet connected PC connected to the LAN ports is all. QOS disabled.

Which is what he is seeing when he sets the internet download speed to 1000 (the max value). Though it is puzzling, since that setting really shouldn't matter if QOS is not enabled.
Which is correct, BUT, it is affecting things which is why all this concern. There seems to be a software/firmware fault in the raxe300 that I appear to have isolated. Others, not as familiar with troubleshooting probably have experienced the same issue and blamed the modem, the isp, the computer, etc etc. I have a number of hours in now testing differing combinations and settings, both direct connected from computer to modem, and then modem to router to computer. RETIRED Customers shouldn't have to work this hard, lol.
