I have an raxe300 connected to a cm3000, and it says the internet speed is 470 mbps, when the computer is connected direct to the cm3000 it says the internet speed is 1149mbps. If I try to manually s...

I know all that. all I want to do is MANUALLY setup my internet bandwidth, and the max speed it allows is 1000 mbps, and my actual bandwidth is 1150 mbps.

And that's due to the 1Gb WAN and LAN ports. Nothing you can do about that.
