It would be very helpful if you can double check that after downloading version 1.1.6.38, you extracted the firmware image file RAX43v2-V1.1.6.38_2.1.34.chk and this is the file that is what is being used for the manual firmware update.

The Advanced upload page will only let you upload a file with the .CHK extension.
What I really wish is that Netgear would post MD5 Hashes of the files so that they could be checked for corruption in transit, (or even corruption in place if Netgear delivery channels are ever hacked). Without a hash of the file, there is no way beyond looking at the byte size to know if the file has been changed in any way.
I also wonder why they used .CHK as the extension as it is a commonly used file extension used with Chkdsk and ScanDisk.

Try changing the .chk to .img.
