What firmware is on the RAXE?
What site are you testing speeds on? Try a couple as some struggle to max out gigabit
Are you using IPv6? Try enabling that

Using the speed test in the Router app, Xfinity speed test, and Google speed test

Try installing the 1.0.12.96 firmware.
Then do a factory reset.
Don't change anything (other than your ssid/password).
Then test the speeds.

Hello again,
So I backed up my RAXE500 settings, uploaded and installed the firmware update you linked me to, and when it finished, before factory resetting, I tried speed tests. Nothing had changed from just the firmware update..
So I did the factory reset. It wouldn't complete set up due to not finding internet because I had the modem connected to the router's 2.5G Ethernet port. The factory reset made that port disabled by default. So I had to switch the modem cable back to the normal Ethernet port for it to see internet and then it completed set up.
With factory set up completed, using modem connected to that Ethernet port, no changes to the default factory settings, I connected my PC to the 2.5G Ethernet port and ran a speed test in the Netgear router app on my iPhone. My modem speed had dropped from 1400+mps to around 990mps. Checking my iPhone WiFi speed, it had dropped from 400-500mps to 125-135mps. I ran a speed test on my PC and tried different LAN port connections but they all preformed the same, around 300-400mps. I found under the Ethernet Settings that all the ports were checked for enabling flow control. I unchecked all of them, applied, rebooted, and it still made no difference.
So I disconnected the modem cable from the router's regular Ethernet port and reinstalled it onto the 2.5G Ethernet port and got the 1400+mps back. I connected my PC to the router's number 4 LAN port and ran a speed test again. Still only 400-500mps. No change. Also the release notes said there was a fix for email notifications, but that still doesn't work either. All this after the factory reset was only with my PC and iPhone connected. All my other devices had lost connection with the new SSID and passphrase.
So since there was no change, I just did a restore of my previous settings so my devices would come back online. It's a real pain to go around and reconnect them all manually. So, I'm back where I started from, but thanks for the help. Maybe I will get with Netgear Support and see if they can work with me and figure out the solution?? Very frustrated at this point.
