I found the problem and wanted to note this in case others see the same issue. It was in the QOS setting.
When I initially installed this on the Spectrum 300MB line, I ran the speedtest in the router and it used those numbers as the maximum, speed. it was set at 322MB. I had the router re-run this and we are now at 550MB down and 25MB up. Now the speedtest from my PC gives me the speeds I need.

The general advice on QoS is that anyone with an Internet connection above 300 Mbps, some say 200 Mbps, should forget about QoS.
It was designed when people had slow Internet connections and wanted to slow down stuff so that they could game their lives away. These days speeds are so high that QoS is more a hindrance than a help. It just gets in the way of traffic, slowing things down.

Thanks for the information. I'm an old time infrastructure guy and we had to use it when we had T1 lines and then with the 10MB internet came along. Guess I need to change with the times. I will remove QOS as I agree that should not be needed with my current speeds.

Some of us had to grapple with acoustic couplers. Dial-up modems running at a massive 2400 bps was a giant leap forward from 300 bps.
