When only one wifi client has problems, it isn't likely that the wifi source is the problem. Look to the client, your One Plus 12 device.
I do not understand "won't sleep in the wifi list", but the first thing to try it so tell the phone to forget that it ever connected to the RAXE300 and to recreate the connection.
