I prefer this approach.
Set up the RAX40 in AP mode with it removed from the network. Use a LAN into the browser graphical user interface (GUI). Then you can turn it off and proceed as follows.
Then reboot the network in the correct order:
As this is a router, there is probably a modem sitting in front of it.
It may help to reboot the whole network in the right order.
- Turn off and unplug modem.
- Turn off router and computers.
- Plug in and turn on modem. Wait 2 minutes for it to connect.
- Turn on the router and wait 2 minutes for it to connect.
- Turn on the RAX40 in AP mode.
- Turn on computers and rest of network.
When you have the network running with the RAX40 in AP mode, you can't use the usual login addresses. Your main router is in charge of that. You need to track down the IP address that the router has allocated to the RAX40. Aim a browser at that and you can get into the controls.
You can reduce the hassle by telling your main router to reserve am I address for the RAX40.
I did power cycle both the ATT router and Netgear router, it is not helping. Also I tried AP mode without internet wire connect ( Local LAN ) but getting same issue, After applying AP mode, router restarts and become unidentifed network and no longer accessible.

What do you mean by becomes "unidentifed network"?
Is there a wifi SSID of some sort visible to Wifi clients?
As to no longer accessible, how are you trying to access it?
As I already explained, in AP mode you can't access the browser graphical user interface (GUI) on the RAX40 without a bit of effort. Certainly don't think of using routerlogin.net. If that gets you anywhere it should be the main router.
You have to track down the IP address that your main router has allocated to the RAX40.
We don't know the make and model of your primary router, but somewhere in its GUI you should be able to find a page that lists Attached Devices. One of those devuces will be the RAX40.
In the case of my R7800 in AP mode connected to a MR router, is a wired Attached Device.
