IF you can get a model# off the ISP modem, would be helpful.
This happen across multiple connected PCs or Laptops?
Possible if this had been working for a while, something on your devices may have changed?
Try disabling the following and see:
Armor, Smart Parental Controls or Circle, Traffic Meter.
Has a power off for 1 minute then back ON with the ISP modem and router been performed since last update?
Be sure to restart your network in this sequence:
Turn off and unplug modem.
Turn off router and computers.
Plug in and turn on modem. Wait 2 minutes for it to connect.
Turn on the router and wait 2 minutes for it to connect.
Turn on computers and rest of network.

For consistency, recommend you use the Ookla stand alone testing application available from the play stores. Install the program on a computer and connect the computer to your router with an Ethernet cable.
This test setup avoids any of the inconsistencies associated with testing through a web browser or over Wi-Fi. The Ookla program also keeps a good historical record of the results.
Even with the Ookla application, real world test results can vary by plus or minus 15 Mbps from test to test.
Have you tried the internal throughput test option available in the Nighthawk mobile application?
