The Nighthawk app is something of a dumpster fire so it's no surprise that the slider has no effect. If you try it on something you're sure is on your network I think you'll find the same thing I have....either you'll get a spinner that never ends, or it spins and then gives up and tells you to "Try again later".
The Device Manager is often wrong in identifying the attached devices. I have a Nest Camera that Device Manager insists is an Amazon FireHD8 Tablet.
What's the MAC address of this "Chromebook"? We can look that up and potentially see the manufacturer's name, which might help you identify the actual device. I'm sure you'll find it's not someone else's stuff.
