Remember, registration is for warranty and set-up assistance, the 90 days free support.
You do not need to register for anything else that you want to do with the device.

True, registration is for warranty purposes, but if I'm paying for a new device, I should not receive a device that was returned by someone else.

Any beef about receiving a second-hand device is best taken up with the supplier. It may be down to BestBuy's liberal returns regime. It seems to get a lot of stuff sent back by users who didn't like the look of the thing when they opened the box.
