I am also having this issue, and even when I manually enable the port with the inspector, and update the firmware to the latest with my phone's internet, this option is unavailable. I can only conclude this router doesn't support the feature despite the in menu help suggesting as much.

Yes the RAX300 WiFi router does support creating a VLAN Tag Group. See page 95 of the User Manual:

Please read the information carefully. Netgear consumer routers do not support VLAN on the internal network. Some ISPs require that IPTV and IP phone service not be hidden behind Network Address Translation (NAT) and these VLAN tags are for that purpose.
Basically, if the ISP says users should use a VLAN tag, this feature applies the tag to the WAN port. It cannot be detected on the internal network.
