I am also having this issue, and even when I manually enable the port with the inspector, and update the firmware to the latest with my phone's internet, this option is unavailable. I can only conclude this router doesn't support the feature despite the in menu help suggesting as much.
That is the conclusion I came to after weeks of messing with it and being on the phone with net gear tech support for hours. I ended up switching providers that did not require such a convoluted process to bypass the ISPs equipment.
