Thank you very much for trying to understand my problem.
Orange decodeur is tv box in france , it needs to be connected directly to the Livebox (french modem to be connected to internet). This tv box must be in the same LAN as the operator's orange modem, but my netgear changes the LAN, so I put my netgear in access point mode to keep the original LAN, and it works well for two decoders tv box .

What is the modem? If that is also your router, then it makes sense to put the RAX70 into AP mode.
If you do that, then you can put the RAX70 between the modem/router and the decoders?
Then the modem/router handles all the addresses.
Then you can follow the suggestion I made earlier. Look at the controls for the modem/router. It should have a list of "Attached Devices". One of them will be the RAX70.
Feed that IP address into a browser and you should get the controls for the RAX70.
If the RAX70 is in AP mode you hit this:
Disabled Features on the Router when set to AP Mode | Answer | NETGEAR Support
If that loses controls that are important to you, you have other options.

Thanks, the internet provider modem is the Orange Livebox , there is a 40 mtr ethernet cable because the house is big, and the RAX70 is at the end of this cable to have an internet point at this location, the two TV decoders are connected to the RAX70 in ethernet .

It looks like the Livebox is a gateway (modem/router). But it is hard to tell. There are different versions of the "Livebox".
Your image shows an "ordinateur". Google, and the icon, tell me that this is a PC.
You need to login to the web interface for the Livebox.

You need to restart your network in the right order:
Be sure to restart your network in this sequence:- Turn off and unplug modem/router.
- Turn off modem/router and computers.
- Plug in and turn on modem. Wait 2 minutes for it to connect.
- Turn on the access point and wait 2 minutes for it to connect.
- Turn on computers and rest of network.

Livebox is manufactured by sagemcom

the orange livebox has put a default icon which is not correct, it shows a computer but it is indeed the RAX70 router

I did all this but I still can't access the web interface that allows me to manage the RAX70 router.

Your ISP Modem or router is already using 192.168.1.1 subnet. The RAX will auto detect this and avoid using same IP address to avoid a conflict as NG routers are default out of the box at 192.168.1.1. Try accessing the RAX at 10.0.0.1?
What IP address does a wired PC get from the RAX when ethernet connected to the back of the RAX?

A pc connected behind the RAX70 with a ethernet cable obtains the ip 192.168.1.40
In the router information it says : IP address 10.0.0.1, but it is impossible to reach the web configurator with a browser
