Not getting WiFi speed
So my AT&T plan is 1000mbps. My wired connection from the BGW210 modem is around 800-900mbps but when I connect to the RAX40 I’m getting around 200-300.
the BGW210 is a modem/router combo device. And att is horrible at enabling pass through mode/modem only mode on their devices.
you're basically in a double nat as well as there's the chance that the BGW210's own firmware is throttling the speeds.

have you tried the RAX40 in AP mode? it disables router mode and you lose some functions but can fix the double nat issue.
