Number of devices

I have the nighhawk RAX45 wifi 6 router and it says that it can connect to up to 25 devices. Does this mean that I can only connect 25 divices total to the router or does it mean that I can run 25 devices at the same time? Thanks!

    It is recommend that you can run 25 devices simultaneously. We have received some feedback that others have been able to run more than 25.
