Particular user causes router to reset

Hey all, having a unique issue where the router seems to restart or drop whenever my roommate attempts to use Chrome or Steam. The issue does not happen with any other device, as per the logs. Just his laptop. I can't seem to figure anything out and not entirely sure where to start as I don't think it's a router issue. I have already factory reset, reuploaded the latest firmware and reset again, rebooted, all the "fixes" you can find on the forums and web for RAX120v2 dropping at seemingly random. Now I know it's caused by one device, but it's a laptop, so it leaves me stumped at what to do.
