The server on the port is active.

 

I disabled the Ubuntu firewal (sudo ufw disable) if that is what you mean by upnp

No, there should be a uPnP setting on the RAX routers web page...

    I disabled UpNp and external access is still blocked.

      Has Armor or any Smart Parental Controls been enabled on the router at all?
