R7900 + WiZ Phillips Bulbs + Static IP Address Reservation = Not Possible?

When I first encountered the problem, I had 2 static IPs assigned.
Since then I have added 5 more.
I have done the following troubleshooting:
- Light on and connected to wireless - 400 Error
- Light off, not listed as attached device in wireless, and manual assignment - 400 Error
- Light on - Full power to light (not dimmed), connected to wireless - 400 Error
The only other thing that I can think of that may be contributing to the problem is that there is the 3rd part apps we use for these bulbs (WiZ and Google Home) when we initially setup the bulbs but there was no static ip address assignment declared during that process.

They work fine if not set on a static IP?
Why not leave them dynamic and then once they're working, reserve their IP address

Sorry the problem is not the lights working or not, its the address reservation feature within the LAN Setup pages of the backend of the router.
More information:
- Use Router as DHCP Server - Yes
- Tried changing Device name to something different or shorter when assigning - no joy
- Tried changing Device Type, Priority and name under Attached Devices and then reserving - no joy
My thought is its some limitation on the bulb itself. I think I need a dumber smart bulb.
