If there is one, it might help if you told people the make and model number of the modem/gateway/ONT that sits between this router and the Internet. Is it, by any chance, also a router, with a set of LAN ports on the back?
I ask because a lot of people turn up here trying to put a router behind a modem that is also a router. That can complicate troubleshooting.
After restarting both phone and wifi router somehow gets connected, but then same problem happens when I go out and on my way back home I have to manually connect to wifi.
What devices are these?
But there is also another problem. When connecting new device, may happen when connecting 1 but more often it happens with 2 or more, right after new device connects, all devices have no internet, then they get disconnected and then they start to connect one by one.
Again, what devices are these? What error messages do you see?
As a general point, it helps to explain what you are doing and where things go wrong, and in as much detail as possible. All we know is that you have a RAX120V2. The rest of the network is a mystery.
My setup is this Internet -> Provider modem -> Netgear RAX120. All devices are connected to RAX120 in router mode.
Mostly new phones and laptops. As soon as I connect new device on the phone it says connected but no internet. Then Wifi disconnects on all devices and when they reconnect including new one, and everything works.
New device means connecting device first time to netgear router. Existing devices have no problem disconnecting and reconnecting. Only first time connected devices have this weird problem.

When someone here asks you for details, they are do so because they know that the answers can be important.

Provider Modem is ZTE F620
New devices are laptops, phones. Phones are Samsung and Apple, and laptops almost all brands.

Google suggests that this is a modem/router. So you are piling RAX120V2 router on ZTE F620router. Not a good idea.
Two routers on your network can cause headaches. For example, you can end up with local address problems. Among other things, the other router can misdirect addresses that the Netgear router usually handles, such as routerlogin.net or the usual IP address for a router, 192.168.1.1.

Unless you have specific reasons for using two routers – to create two separate networks for example – it is often easier to use just one router and then to set up the second router as a wifi access point. Netgear advises this, as does just about every site you will visit.
It may be possible to put the modem/router into modem only (bridge) mode and then to use the second device as the router. Sometimes it is easier to put the second router into AP mode. But that has its own drawbacks:
