The modem is Technicolor TC4350,
and IPv6 is not enabled.
I'm going to try Google DNS next but it's confusing as to why it should make a difference. I want to understand what the RAX20 is doing differently that DNS lookup would be impacted

We've seen multiple product lines with dns issues. We've also seen windows defaulting to looking up ipv6 addresses first. Thats why sometimes it works if you refresh a time or two.
so both options are worth trying out.
