rax20 and telnet

Hardware Version
RAX20
Firmware Version
V1.0.1.64_2.0.41

I'm trying to get telnet access to router.

I have tried the telnetenable, response telnet should be enabled , but connection failed to port 23 

as well the page http://192.168.1.1/debug.htm has no option to enable telnet 

we need that to update the arp , since our wol setup stop working after a while when its worked well in the first 5 min

i there any solution to enable telnet on that router
